Do government officials fighting against same sex marriage have the viewpoint that being gay is a choice?

I figure the only reason a person would fight for the prohibition of same sex marriage would be to have the viewpoint that homosexuality is a personal choice as opposed to an innate quality. Or it could possibly be due to the majority of the population having a religion and the supposed opposition of homosexuality in the Bible? What do you think?
