How has the idea of god, prior to philosophical understanding, help the world?

Just a thought. In what way has the knowledge of a god come before an already established ethical belief, scientific knowledge, or established government? I guess what I'm looking for is some sort of documented viewpoint that is directly attributed to a god prior to public understanding. And human nature being the act of god can't count. So, again, how has the idea of a god help the world?
