If someone is unemployed does that mean they didn't try hard enough and thus don't deserve state aid?

This conservative viewpoint is a catch 22. Only those who work hard deserve state aid, but if you're unemployed it must be because you didn't work hard enough, therefore you don't deserve state aid.
