Huge flea problem. What works best?

We've bombed four times, sprinkled DE twice, sprayed raid flea killer, and we are now trying borax. Its been six months and the fleas keep coming back. I live in a small one bedroom apartment wwith hardwood floors with one area rug and a couch. Im pondering throwing both out if I don't get control of the problem soon. Any suggestions?
