Can't find borax any more -- what will kill Palmetto bugs/water/bugs/wood roaches?

Whatever you call them, my house is over run with them because my neighbor won't clean up his filthy yard(I called the health department they don't care). I was getting great results with borax but nobody in this area sells it anymore. What else works? I've heard baby powder works. Anybody know it this is true?
